  • The governing body of the Federation is the Plenary Assembly (PA). It is a meeting of delegates of the Full and Associate Members of the Federation and is normally held every six years, at a time and place determined by the Executive Committee.It is the policy-determining body of the Catholic Biblical Federation and meets to evaluate its services to the Church, to make appropriate plans, and to elect members to the Executive Committee (cf. Constitution, Art. V)

         CBF Ninth Plenary Assembly - Nemi, Italy.                    June 18-23, 2015           

    The Catholic Biblical Federation held its ninth Plenary Assembly on 18-23 June 2015. 130 representatives of most of the 100 Episcopal Conferences and more than 200 Catholic Biblical Instituitions associated with the Federation met at the Ad Gentes Center in Nemi,near Rome under the theme : “Sacred Scriptures source of evangelization - What we have seen and heard we are proclaiming to you" (1 Jn 1:3).

    The Plenary Assembly, was chaired by the newly elected President, Cardinal Luis Antonio Tagle of Manila, approved ammendments to the constituition, elected a new executive committee, developed an action plan for the next 6 years and celebrated the 50th anniversary of the proclamation of the Vatican II constituition "Dei Verbum" .. 

    Theme :  “Sacred Scriptures source of evangelization - What we have seen and heard we are proclaiming to you" (1 Jn 1:3).

  •  The Executive Committee of the Federation is elected by the Plenary Assembly. It is comprised of seven Full Members as representatives of the Full Members of the seven regions of Africa, Latin America, North America, Asia, Oceania, Europe and Middle East. The EC also has three Associate Members representing the Associate Members of the CBF, independant of their regional affiliation (cf. Constitution, Art. VII, 24.1; 24.2). These members of the EC are elected for six years. In addition to those named, four ex-officio members likewise belong to the EC: the President of the Federation, a representative of the Pontifical Council for Promoting Christian Unity, the Chairman of the Administrative Board and the CBF Treasurer.The EC is the highest body of the Federation between Plenary Assemblies. Its obligations include those of implementing the decisions of the Plenary Assemblies and nominating the officers of the CBF (cf. Constitution, Art. VII).

    For the purpose of German law (since the Federation is incorporated in Germany), the Administrative Board is the legal entity of the Federation. It assists the General Secretary in legal and financial matters in accordance with the laws of the Federal Republic of Germany, prepares the annual budget, appoints auditors and receives the audited accounts and pursues other activities compatible with the purpose of the Federation.

     

    The Administrative Board is elected by the Executive Committee. It serves for a term of office of six years without salary (cf. Constitution, Art. VIII).

      Fr. Jan J. Stefanów, svd is General Secretary in St. Ottilien since January 2014. He did his licentiate in Biblical Theology in the Gregorian University with a thesis on the theology of creation in Ben Sirach 16:24-17:14 (1998). Fr. Stefanów was director of the SVD biblical center in Quito and professor of Biblical Studies in the Quito section of the Pontifical University of Saint Thomas of Colombia from 2000 to 2003. From 2003 on, he was the Biblical coordinator of the SVD Polish Province; from 2006 to 2010, he was professor of Biblical Studies and Missiology in the Seminary in Bydgoszcz (Poland) and from 2006 to 2013 professor in the Seminary in Pieniężno. Fr. Stefanów has served as SVD Biblical Area Zonal Coordinator for Europe from 2009 to 2013. He has been active in the CBF since 2000. He participated in the CBF Plenary Assemblies in Lebanon (2002), in Dar es Salaam (Tanzania) (2008) and in Ariccia (2011), as well as in the Dei Verbum Congress in Rome in 2005. He has been a member of the CBF Administrative Board and one of the Board members of the Dei Verbum Foundation from 2012 to 2013.

       

      Gen.Secretary's Blog

      The General Secretary is appointed by and responsible to the Executive Committee. His/her name is communicated to the Holy See. He/she is the Chief Executive Officer of the Catholic Biblical Federation and directly responsible for the running of the General Secretariat.

      He/she acts as Secretary of the Executive Committee and the Administrative Board in a non-voting capacity. He/she recommends to the Executive Committee candidates to be appointed as officers to execute the work of the Federation. He/she convenes regular meetings of regional and subregional coordinators. He/she attends regional and subregional meetings and performs such other duties as may be assigned by the Executive Committee. He/she is a full-time officer (cf. Constitution , Art. X.1).

      During the General Secretary´s visits, members have the opportunity to discuss and evaluate their work and endeavours. The General Secretary establishes close relations between members and attempts to better coordinate their efforts and share their experiences. He/she organizes the meetings of the Subregional Coordinators, the Executive Committee and the Plenary Assembly.

      Dr. Ulrike Seidel studied theology in Graz (Austria) and in Brixen (Italy). She pursued Licentiate studies in missiology at the Pontifical Gregorian University beginning in 1996 and concluded the Doctorate in missiology in 2002. Her thesis was devoted to the experience of God and mission in Edith Stein. From 2002 to 2003 she completed her pastoral formation in the diocese of Graz-Seckau(Styria, Austria). During two years she was active in pastoral ministry in Austria. From 2004 to 2005, she worked as a Jesuit-mission-volunteer in Indonesia. She taught religion in secondary and primary schools and worked for a Catholic radio in South Tirol. Since September 2014, she is the office assistant for the General Secretariat of the Catholic Biblical Federation in St. Ottilien, Germany.

    The sub/regional coordinators of the Federation are appointed by the Executive Committee upon the recommendation of the General Secretary and after consultation with the members of the sub/region. Their term of office is three years; re-nomination is possible.

    The function of the sub/regional coordinators is to promote and coordinate, with the assistance of the General Secretary, the biblical-pastoral ministry of the sub/region. The coordinators collaborate with the Executive Committee member(s) and the members of their sub/region. They provide an annual report to the Executive Committee and attend meetings of sub/regional coordinators (cf. Constitution Art. X).

    The General Secretary meets every year with representatives of the funding agencies in biblical-pastoral concerns. The General Secretariat evaluates biblical-pastoral projects for the funding agencies who cover the budget of the General Secretariat to a large extent. During the meetings, activities, developments and trends within the Federation are reported on, and the General Secretariat?s financial report is presented.

    Besides this the General Secretariat offers a service of advising applicants on funding questions with regard to biblical-pastoral projects.
